REFERRAL PROCEDURES

Effective September 1, 2005

 

Applicants to sign the Available for Work Book must have a termination slip from your previous signatory employer (if employed in 716 jurisdiction).

1. Roll call will begin at 9:00 AM. We will be instituting a Day Sheet sign in from 8:00 AM to 9:00 AM. If you do not sign the Day Sheet, you will not receive a referral.

2. All applicants must meet all requirements for a job referral before roll call begins.

3. Short Call Re-registration. An applicant who is hired and receives, through no fault of his own, work of one hundred twenty (120) hours or less shall, upon re-registration, be rstored to his appropriate place within his Group, check stubs are required.

4. In accordance with Article II, Section 5: The Union shall maintain an “Out of Work List” which shall list the applicants within each Group in chronological order of the dates they register their availability for employment. An applicant who has registered on the “Out of Work List” must renew his application on the annual date of signature as noted in the respective “Out of Work” book by appearing in person during the month of signature. This requirement may also be met by fax to 713-868-6342 (please call to verify that your fax was received) or e-mail to damon@ibew716.org, provided the communication is made annually during the month of signature, and contains the applicant’s printed name, card number, original “Out of Work” book signature date, and the date of the communication.

Application renewals made before or after the annual month of signature, or that otherwise fail to comply with the requirements of this Memorandum shall be deemed invalid and the applicant shall be removed from the “Out of Work” book. This shall take effect on December 18, 2003, and shall remain in effect through August 31, 2004. It shall continue in effect from year to year thereafter, unless changed or terminated in the manner provided in the Inside Agreement.

5. There will be no signing of the books by fax.  

6. Referrals may only be taken in person.

7. Members needing to sign the book during roll call may do so when the referral procedure for that group is complete.    

8. Dispatch will remain open until all jobs are filled.

9. The Business Manager is responsible to fill calls in a timely manner as needed by employers. This means in an emergency, referral may have to be made outside normal hours using whatever means are available to fill calls and place registrants.

10. Registrants will be allowed two turndowns without penalty and be rolled completely off the book for a third turndown. They must re-register in person after being rolled off.

11. Being unavailable for referral when work would have been offered to the registrant shall be considered a turndown. Rejection of the applicant by an employer is not a turndown.

12. There shall be no turndown penalty assessed for rejection of a short call and/or special skills and abilities call, or if you're working w/Organizing Dept.

13. Registrants must show proof of state license; and, certifications for any special calls.
